The United States of America, acting through the Millennium Challenge Corporation (MCC) and the Government of Liberia (GoL) have entered a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia (the "Compact"). The Government, acting through the Millennium Challenge Account - Liberia (MCA-Liberia), intends to hold a Pre-Solicitation Conference with interested contractors to inform them about the up-coming requirement for the design and construction of a Training Center for the Liberia Electricity Corporation (LEC), adjacent to the Bushrod Island generation facility, Monrovia, and to construct a Residential Wiring Workshop at the Booker T. Washington (BWI) Institute in Kakata, Margibi County, Liberia.

The Scope of Work comprise the detailed design and construction of the two facilities complete with all fixtures, electrical and sanitary works, water supply, sewerage and drainage services to the buildings, proposed equipment layout of the building to be fit for the future installations at the LEC Training Center and the BWI.

The Pre-Solicitation Conference will include presentations on the details of the facilities to be constructed, on the technical qualifications and experience required of the contractors and on important provisions of the bidding documents that will be used to request bids.

The Pre-Solicitation Conference will be held between February 25 and March 1, 2019. The exact date and time will be sent to prospective contractors who express interest in attending the Pre-Solicitation Conference, which will be held in Monrovia, Liberia. Electronic attendance (via WebEx) is also permitted for prospective bidders who are unable to attend in person.

MCA-Liberia now invites interested contractors to express their interest in participating in this Pre-Solicitation Conference. In your response, please provide the name of your firm and of the representative who will attend, including email address and mobile phone number. In-person attendance will be limited to only two representatives from each firm. MCA-L will then contact you with details on the schedule and provide an agenda of the topics that will be addressed. If you prefer to attend via WebEx, we will send you a WebEx invite with date and time of the conference.
