Q15: With respect to the map, how many layers / sources of data will be utilized at launch? An estimate is fine, if one can be provided. If there is an actual list of the layers, their sources and the format that they're in, that would be even better.

A15: A very rough estimate would be between 20-30 layers at launch. They would be a combination of shapefiles, point, and polygon data.

Q16: Can this be submitted electronically or does it have to be submitted through the mail? If it can be submitted electronically, may block 14 of the RFQ ("signature of person authorized to sign quotation") be an typed electronic signature?

A16: RFQ can be submitted electronically, but I would like an original signature.

Q17: The unit listed in block 11 - d is listed as "JB". What does JB stand for?

A17: JB = JOB

Q18: Does block 6 - "Delivery by (date)" - have to be filled out by the contractor? Is it an estimate or is it December 15th, 2010 (the end of the contract period)?

A18: Delivery date is the date stated on the SOW.

Q19: The block in the top right of the RFQ (block 4, I believe) - "Rating" - is this to be filled out by the prospective contractor? What does "Rating" mean, and from what source is this value supposed to be derived?

Q20: Block 8 - "To" - is this block supposed to be filled with the prospective contractor's company information?

A20: Yes

Q21: What type of contract is this? FFP?

A21: Yes it will be a Firm Fixed Priced purchase order.

Q22: Does the government have any page requirements or other specific information to be included in offeror proposals?

A22: No

Q23: Would NOAA consider receiving a bid from a staffing company in which the candidate possesses the web skills for the assignment.

A23: We will accept any quote as long as the terms stated in the RFQ/SOW are met.
