NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC), National Center For Chronic Disease Prevention and Health Promotion (NCCDHP), Division of Adult and Community Health (DACH), State Support, Arthritis, Epilepsy, and Quality of Life Branch (SAEOoL), is contemplating the award of a contract on a sole source basis to Alta Innovations Limited, Birmingham Research Park, Edgbaston, Birmingham 152, the follow-on contract for the continued participation in the project entitled, "Developing Population-based Lupus Registries." CDC intends to negotiate this requirement under the authority of FAR 6.302-1 and HHSAR 306.302-1, Only One Responsible Source. The purpose of this project is to continue to provide consultation and technical assistance in the development and implementation of a population-based registry for lupus (both systemic lupus erythematosus and skin lupus) and to determine if this population-based registry approach is appropriate for determining the prevalence and incidence of other relatively low prevalence but high impact rheumatic conditions. The anticipated performance period is twelve months with one 12-month option period. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $7 million. The on-going continued requirements are: 1) technical assistance with the population-based Birmingham (England) Lupus Registry and other local sites; 2) continuity of observation of a selected registry sites in the US using the same methodology to raise local registry awareness; 3) report on the current local registries' status; and 4) submission of project reports. The contractor's long-term experience with this project will help ensure the most efficient implementation of this follow-on project.
This notice of intent is not a request for competitive proposals/Quotes. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government.
