The New York State Office of Mental Health (OMH) is seeking proposals from not-for-profit organizations with experience operating a licensed, mental health housing program, to develop and operate a 48-bed CR-SRO on the grounds of the Creedmoor Psychiatric Center (CPC) campus in Queens, New York. The site is a currently vacant building which requires substantial rehabilitation and has been designed as a 48-bed CR-SRO. There will be one award to oversee the development, secure licensure for the program and operate the CR-SRO. OMH intends to select a community provider that has demonstrated an ability to successfully develop and operate an OMH licensed congregate facility. The provider will be expected to enter into a long-term lease with the State of New York to occupy the building and may be required to submit a Prior Approval Review (PAR) application for licensure. OMH will issue capital and operating contracts and a Program Development Grant (PDG) to the selected provider, subject to the approval of the Division of Budget (DOB) and Office of the State Comptroller (OSC). OMH will cover debt service payments on the OMH capital financing needed to complete development.
