The Contra Costa Transportation Authority (CCTA) is seeking professional services to develop the framework for a VMT Mitigation Program for Contra Costa County. Since 1988, CCTA, the County, and the county’s 19 municipalities have worked together to link transportation and land use planning, and to ensure that growth is accommodated in a responsible and sustainable way through the Growth Management Program (GMP). CCTA and Contra Costa’s local agencies are in the midst of implementing the shift to measuring traffic impacts using Vehicle Miles Traveled (VMT) in CEQA, as required under Senate Bill (SB) 743. CCTA’s member jurisdictions have expressed a desire for a regional approach to VMT mitigation to support the ability to implement land use decisions and transportation enhancements that reduce reliance on single-occupancy vehicles. Development of the VMT Mitigation Program is the next logical step in the Authority’s support for implementation of SB 743 into the GMP. The project is being funded by a Caltrans Sustainable Communities Transportation Planning Grant.
