NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The intent of this notice is to inform the vendor community of the National Oceanic and Atmospheric Administration, Office of Satellite and Product Operations (OSPO) proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than 7 October 2019, 5:00 PM EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.

OSPO intends to award a sole source contract to Analytical Graphics, Inc., based on FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this procurement is for the development of the Search and Rescue Satellite Aided Tracking (SARSAT) Medium Earth Orbit Local User Terminals (MEOLUT) Scheduler Software) for one (1) year base period, and three (3) option periods totaling 48 months of maintenance and technical support.
