Description:

The United States International Development Finance Corporation (DFC) Office of Acquisition requires a Personal Services Contractor (PSC) for a full-time equivalent Development Program Analyst.

This solicitation is only be open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC.  The level of effort and responsibility is generally equivalent to a GS-11, Step 1 through GS-12, Step 3.

The contractor shall serve as a junior officer supporting the CDO in its strategic planning, market assessments, event organizing, and analytical activities as needed. In cooperation with the senior CDO team, the personal services contractor (PSC) is responsible for carrying out development impact goal and metric establishment and analysis, training program planning, private-sector outreach (DFC Townhalls) and follow-up, emerging country market assessments, project development, data analysis, and other tasks as required to mobilize capital for priority sectors and establish development impacts based on the DFC Roadmap for Impact and all related activities.

The contractor is responsible for coordinating international training and DFC townhall projects which includes but is not limited to providing advice and staff support on planning, developing, implementing and evaluating programs and reports related to DFC goal and metrics establishment, prioritization of sectors and cross-cutting themes, expanding client bases in key areas and evaluating results related to DFC’s development impact. At this level, the PSC provides important support that involves business development, analysis of development impact-related issues, and collaboration with interagency staff. Relevant programs that the PSC will work on may be conducted in any DFC program country or sector.

The Government intends to offer a firm fixed price contract to the individual whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ).  The anticipated period of performance is 27 September 2021 to 26 September 2022 with four (4) one-year option periods which will be exercised at the Government’s need or discretion.  The Government will issue one award from the solicitation.

Basis for Award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applicants will be evaluated using the factors identified in the RFQ attached. No hardcopies of the solicitation will be issued. Noncompliance is grounds to eliminate the proposal from consideration for award. All responsible sole proprietors may submit an application which shall be considered by the agency.
