DF2 and MUP FOR AL DHAFRA AB, UAE

DLA Energy plans to solicit bulk fuel requirements for the following products:

•·        -  Diesel Fuel (DF2), NSN: 9140-00-286-5294
- Unleaded, Premium, Motor Gasoline (MUP), NSN: 9130-00-148-7104

The petroleum products will be delivered by tank truck to Al Dhafra Air Base, Abu Dhabi. The estimated quantity of DF2 to be purchased is approximately 2,700,000 U.S. Gallons.  The estimated quantity of MUP to be purchased is approximately 547,500 U.S. Gallons.  The delivery period is April 1, 2016 through March 31, 2017.

This requirement has been identified as a non-competitive contract action. Abu Dhabi National Oil Company for Distribution (ADNOC) is identified through United Arab Emirates law as the only source authorized to supply this requirement to Al Dhafra Air Base. It is DLA Energy's intent to enter into a contractual arrangement with ADNOC for this requirement as authorized by 10 U.S.C. § 2304(c)(1).

Other interested parties may submit a capability statement to be considered by the Government.  The capability statement must include an authorization from the government of Abu Dhabi to supply this requirement. Interested parties should submit a capability statement to the points of contact identified below as soon as possible, but not later than January 22, 2016. Authorization to perform and any supporting documentation must be included. This presolicitation notice is not a request for competitive proposals. Any capability statements received by the closing date will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  This determination will be based upon the responses to this notice and is solely within the discretion of the Government.
