This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTNH22-12-Q-00167 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, effective May 18, 2012.

This procurement has been set aside for 100 % Small Business.  The NAICS Code is 423430; the Small Business size standard is 100 employess. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award.  It is the Government's intent to award a Firm Fixed Price from this Solicitation, with or without discussions, to the responsible offeror whose quotation, conforming to the solicitation and is most advantageous to the Government based on the evaluation factors contained in the solicitation. 

The U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA), Washington, DC is seeking the renewal of (40) Forty DIAdem Standard Service Program Software Licenses.

The Government intends to award one (1) purchase order on a firm-fixed price basis as a result of this RFQ. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quotation. An award will be made to the source whose quotation, conforming to the solicitation and specifications listed in the RFQ, is determined to offer the best value to the Government based on price.

The Offeror shall provide pricing for the following Contract Line Items (CLINs) in accordance with the RFQ.
