THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.
The National Institutes of Health (NIH), Clinical Center (CC), Nursing Department, intends to enter into a contract on a sole source basis, under the authority of FAR 13.106(b), a contract to purchase three (3) new dialysis machines. The Clinical Center (CC) plans to procure, on a sole source basis, from Fresenius USA Marketing Inc., 920 Winter Street, Waltham, MA 02451-1457. The requirement is for three (3) Fresenius 2008T system with Clinical Data Exchange. This acquisition will be processed under FAR Part 13 and will be made pursuant to the authority in FAR 13.106-1(b)(2). The North American Industry Classification System Code is 334510 and the business size standard 500 employees. Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract.
The NIH CC Acute Dialysis Program needs three new dialysis machines to provide:
1- The ability to use very low flow dialysis rates (100-300 mL/min). This will enable NIH to care for patients who require dialysis and need very large amounts of fluid removed. Our patients are often unable to tolerate conventional hemodialysis and ultrafiltration. By extending the dialysis session and utilizing the low dialysate flow rate, we can remove fluid more slowly with less hemodynamic instability and can achieve more gradual changes in electrolytes and osmolality with less risk of disequilibrium syndrome. Our current dialysis equipment does not have this capability; consequently some patients require extended ICU admissions solely for CVVH to achieve fluid removal.

2- On-Line Dry Bicarbonate concentrate system; on-line clearance monitor. The on-line clearance monitor measures and predicts adequacy goal attainment and alerts clinicians if target KT/V (a standard measure of adequacy of dialysis) will not be met. Currently additional blood samples must be drawn before and after dialysis and sent to the lab in order to make this calculation, which as a result is only available after the dialysis treatment has been completed. Adjustments to the dialysis treatment can only be made for future treatments.

3- On-Line Dry Bicarbonate concentrate system with cartridge bag and dry bicarbonate that is automatically mixed by the dialysis machine. This is an important feature for an acute dialysis facility like ours.

4- Allows for the transfer of clinical data to a MIS system. Allows for real-time access to lab values, medication profiles, progress notes, medical reports, trending data, and other treatment related data. This information should be available from each and every dialysis station. Clinicians no longer need to leave the patient station to gain access to this information as the dialysis machine should have the capability to toggle between dialysis treatment screens and the MIS system.

• Wide range of biocompatible, polysulfone dialyzers to meet the clinical needs of all patient types.
• On-line training and learning courses for Clinical staff

This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government..
