This solicitation will be issued as a Firm Fixed Price Indefinite Delivery Contract (IDC) under Other Than Full and Open Competition FAR 6.302 (c) (1) in-accordance with (IAW) FAR Part 13 procedures for the described supplies. A Base Period of 1 year and four separate 1-year Options with a total duration not to exceed 5 years are anticipated. The total contract value is estimated not to exceed $209,223.70.
Annual Demand Quantity: 1163 EA
Price breaks from 58 EA up to 1163 EA will be included in the Base Year and each of the four Option years of the solicitation

This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract for only approved source(s) or their suppliers under the authority of 10 U.S.C. 2340 (c)(1).

For those sources who are interested in becoming an approved source, Procurement Note L04 (Offers for Part Numbered Items) and Procurement Note M06 (Evaluation of Offers for Part Numbered Items), outlines the Offeror’s requirements and will be included in the solicitation. (Alternate offerors must provide a complete SAR package, which includes data for the approved and alternate part).
This solicitation is being issued under the First Destination Transportation (FDT) program to reduce cost of transportation through the use of Government-Arranged Transportation utilizing Government contracts and rates. If this acquisition is for Foreign Military Sales (FMS) FDT will not apply.

Offers should be submitted based on FOB Origin. For offerors whose shipments will originate from outside the contiguous United States, the offeror's FOB Origin price shall include transportation to a contiguous United States location that the offeror selects based on cost effectiveness or other variables at the offeror's discretion.

Shipping instructions to a DLA Direct procurement location shall be provided with individual delivery orders. Material ordered under the terms of this contract shall be delivered within 30 days after the date of the order. Notwithstanding any other provisions/clauses of this contract, no deliveries shall be made prior to issuance of delivery order (DD Form 1155).

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
Reverse Auctioning: This solicitation will not contain Procurement Note L09- Reverse Auction (RA).
While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and socioeconomic factors as described in the solicitation.
