The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, with firm-fixed priced CLINS, on a sole source basis to the 3M Company, 3M Health Information Systems Inc., 575 West Murray Blvd., Murray, UT 84123. This is a supply requirement for a medical dictation and transcription software product developed by the 3M Company called Secure Enterprise Dictation and Transcription Solution (SEDTS). This software will allow medical professionals the ability to input voice dictation via landline telephones, mobile telephones, (e.g. cell phones, smart phones, etc.) and personal computers (PC). In addition to the purchase of the required software, the Government requires installation, training, maintenance, system interfacing and all required licenses for operation of the dictation software. This requirement is in support of the Defense Health Agency's Military Health System (MHS) Medical Treatment Facilities (MTFs), which will include up to 25 Medical Treatment Facilities (MTFs), located both CONUS and OCONUS, throughout the following Department of Defense (DoD) Uniformed Services, the U.S. Army, the U.S. Navy, and the U.S. Air Force. The required software shall have the following capabilities:


(1) Windows 10 Compatibility
(2) Secure Remote connection across all military treatment facilities (MTFs) both within the Continental United States (CONUS) and outside of the continental United States (OCONUS)
(3) Back end speech recognition (BESR)
(4) Electronic review and editing of transcribed documentation which includes the ability to have the review and editing of BESR generated notes completed by a transcriptionist.
(5) Electronic Signature Capability with the DoD Common Access Card (CAC)
(6) Dictation and transcription management and reporting tools that allow for detailed analysis of electronically signed documents.
(7) Rapid dictation and transcription turnaround times
(8) Audit trail capabilities to record changes to the dictated and transcribed notes
(9) An electronic document upload interface with the capability to interface with DHA's inpatient Electronic Health Record (EHR) Commercial off the Shelf (COTS) product Essentris.
(10) A dictation and transcription software platform with the capability to receive an electronic Admissions, Discharge and Transfer (ADT) demographic data feed from the Composite Health Care System (CHCS).
(11) An approved DHA Authority to Operate (ATO) thru the Risk Management Framework (RMF) process.
(12) An established Business-to-Business (B2B) connection from the Defense Information Systems Agency (DISA)
(13) A security platform that is in compliance with all DHA local security requirements.
(14) Allows a variety of commercial dictation input devices to function with the bundled dictation and transcription solution
(15) Capability for individual site data segregation within a centralized hosted environment
(16) A solution infrastructure that allows an unlimited number of sites to be added without additional hardware purchases after the initial purchase.
(17) A solution infrastructure that allows for resource sharing of transcriptionists in a regionalized manner.
(18) A DoD managed or certified Personal Health Information (PHI) database which allows for granular access to the data to ensure only authorized clinical personnel have viewing capabilities.
(19) Ability for single transcription interface with Cerner's GENESIS EHR platform once fully deployed across the MHS estimated to be completed by FY 2022.

The North American Industry Classification System (NAICS) code is 511210. The HRCO intends to award a contract no later than 21 September 2018. It is anticipated that the contract will have a period of performance of 21 September 2018 through 20 September 2021 (3 year ordering period), with two 1-year option periods. The HRCO intends to solicit and negotiate only with 3M Company under the authority of 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 12:00 PM CDT on 30 August 2018, will be considered by the contracting officer.
