SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy.  As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. 2. Vacuum compatible, no outgassing
3. Thermal conductivity: >50 W/m*K
4. Dielectric constant at 10 GHz: 25+/-10
5. Loss tangent at 10 GHz: 0.30+/-0.10
