To be considered for award, the contractor shall submit a quotation by July 13, 2017 AT 12:00 P.M. Eastern Standard Time (US), which, at a minimum, shall include the following:
1. A technical quotation containing:
a. Quoter's technical approach to fulfilling each of the specific sections of the SOW; and
b. Proof of quoter's prior experience in providing similar services to customers within the last three (3) years (quoters must provide customer contact information).
2. A firm fixed-price quotation encompassing all requirements set forth in this solicitation and F.O.B. DESTINATION shipping.
3. If the quoter objects to any of the terms and conditions contained in this solicitation, the contractor shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" [Quoter shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the quoter to identify in their quote any exceptions to the terms and conditions of the solicitation. If the quoter does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the quoter's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order.
Except as set forth above in this paragraph 3, Contractor's shall not otherwise supply additional or differing commercial or non-commercial terms and conditions with its quotation. The Government's terms and conditions shall prevail and quotations in violation of this paragraph may be deemed non-responsive and not considered further for award.
4. The DUNS number for the quoter's active System for Award Management (SAM) registration, if so registered.
5. A completed version of all required solicitation provisions (see attached "Applicable Provisions and Clauses" - required submissions highlighted in blue). The clauses contained in that document will be incorporated into the resultant purchase order.
Award will be made to the responsible contractor submitting the lowest priced, technically acceptable quotation which complies with the requirements of the solicitation. "Technically Acceptable" means that the quoter has adequately demonstrated its ability to fulfill the requirements of the solicitation within the submission requirements set forth above (including satisfactory completed experience) to the satisfaction of the NIST contracting officer. If a quoter does not indicate how its proposed equipment meets the minimum requirements, NIST will determine that it does not.
Price will be evaluated to determine that the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government.
The Contracting Officer may, if necessary, request revised quotation(s) prior to award.
