NOTICE OF CONTRACT ACTION (NOCA): The Air Force Flight Test Center (AFFTC) Directorate of Contracting (PK), Edwards Air Force Base, intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to Paroscientific, Inc. This acquisition is unrestricted. The NAICS Code is 334519.
The objective of this acquisition is for a contractor to provide a Digiquartz Intelligent Transducer Transmitter to support the pitot static pressure measurement system of instrumented F-16 aircraft. The aircraft is in direct support of the USAF Test Pilot School. The following parts are being procured:
1. Digiquartz Intelligent Transmitter, Pressure Range: 0-15 PSIA, RS-232/RS-485 Bi-Directional Interface, Stainless Steel Buffer Tubing, Non-Oil Filled (Model 6000-15A, P/N 1601-001, SCD 7601-001 Rev H, SCD 7374-001 Rev B)
2. Digiquartz Intelligent Transmitter, Pressure Range 0-14 PSIA, RS-232/RS-485 Bi-Directional Interface, Stainless Steel Buffer Tubing, Non-Oil Filled (Model 6000-45A, P/N 1604-001, SCD 7601-001 Rev H, SCD 7374-001 Rev B)
The statutory authority, which permits other than full and open competition for this acquisition, is 10 United States Code (USC) 2304(c)(1), as implemented in FAR 6.302-1(a)(2)(ii). There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include Offeror's Online Representations and Certifications Application (ORCA)--Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to http://www.bpn.gov/ to load required information. Any responses received without completing ORCA registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses must be received no later than 09/27/2010 at 12:00 P.M. Pacific Standard Time, Responses should be submitted electronically at [email protected]. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests to be placed on a mailing list will not be honored.
