This is a combined synopsis solicitation via the Acquisition of Commercial Items and Contracting by Negotiation (cf. Federal Acquisition Regulation [FAR] Part 12 & 13., to provide commercial Lodging and Dining for USCGC LEGARE Crew in Brooklyn, New York. This announcement constitutes the only solicitation. A separate written solicitation will NOT be issued. This requirement is set-aside for Service Disabled Veteran Owned Small Businesses pursuant to FAR 19.1401. Only Service Disabled Veteran Owned Small Businesses will be considered for award.
Offers will be evaluated based on price, conformance to this solicitation and specification, and variety of dining options.

All prospective Contractors SHALL provide:
1. A list of minimum of six (6) Dining Facilities to include restaurant name, address, menu, Manager and Assistant Manager and phone numbers. If specific items are to be excluded from the menu offerings, identify which items are excluded.
2. A signed written agreement between the Contractor and Dining Facility Manager, to include a statement that the Dining Facility Manager has been provided a copy of the Statement of Work for the dining requirements, which includes taxes and gratuities, and that they will provide accordingly.
3. Past Performance documentation identify at least two relevant contracts of similar scope performed in the last 3 years.

There are Four (4) separate attachments to this RFQ and will be uploaded for this Dining and Lodging requirement as follows:
1. Statement of Work (SOW) for Dining and Lodging for USCGC LEGARE crew members (Attachment 1)
2. Blank Price Schedule (Attachment 2)
3. DHS FAR Class Deviation Notice 14-02 (Attachment 3)
4. U.S. DOL Wage Determination No. 2005-2375, Revision No. 16, Date of Revision 7/8/2015 (Attachment 4)

The Period of Performance is sixty-one (61) calendar days beginning with lunch on 11 JANUARY 2016 and ending with breakfast on 11 MARCH 2016.
