The following questions were recieved with regards to this solicitation.  Answers are provided directly beneith them: 

1.  We are also a supplier of Ion Chromatography equipment and have no issue running EPA 218.7 and OSHA 215. It does not seem to me that the reasons listed in the sole source should disqualify our company from bidding.

Response:  This is not a notice of intent to sole source, this is a request for quotations for the exact items as definied in the solicitation.  The attached justification is to justify the requirement for brand name items as required under FAR 5.102(a)(6).  All companies capable of providing the required items in accordance with the terms and conditions of the solicitation are eligible for award.

2.  Are you able to change this to a Total Small Business Set Aside?

No.  As this is a brand name acquisition, it is not eligible in accordance with FAR 19.502-2.
