The Bureau of the Public Debt (BPD) on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to sole source a contract to Dionex Corporation for a Ion Chromatograph (Model ICS-5000). TTB currently owns an Ion Chromatograph which has reached the end of its life and must be replaced. In order to ensure continuity, the replacement equipment must operate under identical standard operating procedures and generate identical data/results.

Offerors shall respond to this notice if they believe that they have an Ion Chromatograph that: (1) meets all of the minimum functional and critical requirements (see attached - Appendix 1); (2) can be operated using the same standard operating procedures; and (3) can produce identical data/results.

The Bureau of the Public Debt will consider all affirmative responses received no later than Friday, May 14, 2010 at 2:00 PM ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Dionex Corporation.
