The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a Sole Source Basis with Straight Line Publishing LLC, Fairfax VA for Telephone Directory Publishing Services for the following: ATF local office telephone number listings in 1,275 directories for the ATF office located at 131 M Street, NE in Washington, DC 20226. Straight Line Publishing Company is the consolidated provider for the Federal Government listings in over 1,275 telephone books. Straight Line Publishing Company took over the responsibility from GSA in providing this service to all government agencies requiring phone number publishing in the Blue Government Section in telephone books for the service area of the Bell networks (SBC, Verizon, Qwest, BellSouth, AT&T) with long term exclusive commercial publishing agreements in place with telephone book publishers. Straight Line Publishing Company is the sole provider of this service offered to the Federal Government at discounted pricing and providing publishing management on a nationwide basis. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. There is no solicitation available for this requirement. This requirement will be awarded through the Simplified Acquisition Procedures under FAR Part 13.
