This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number H92257-13-Q-0110 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 and the Defense Federal Acquisition Supplement, current to DPN 20130710. The small business size standard is 500 employees. This acquisition is set-aside 100% for small businesses.

Equal products will be considered and evaluated based on technical capability
and price. This requirement will be evaluated as lowest price technicallyThe following Salient Characteristics are firm requirements and any "or equal" item must meet these characteristics:

I. CLASSIFICATION REQUIREMENTS:

1. Device must have passed NSA Evaluation for 2mm particle size for solid state media.

II. FUNCTIONAL, PERFORMANCE AND PHYSICAL REQUIREMENTS

1. MEDIA

a. Device must destroy solid state media, including memory cards, thumb drives, solid state drives, cell phones, tablets to 2mm particle size.

b. Device must destroy optical media, including CDs, DVDs and Blu-Ray to 2mm particle size.

c. Device must accept media up to 0.85 inches by 8 inches.

2. PERFORMANCE

a. Device must be continuous duty.

b. Device must be a simple, push button, automatic operation.

c. Device must have an internal brain to sense overload and momentarily reverse automatically to clear and prevent jams.

d. Device must have an automatic bin-full sensor.

e. Destruction blades, grinders and screens must be easily reused, adjusted and replaced.

3. DIMENSIONS and WEIGHT

a. Device must have a footprint no greater than 27" x 42.5" with a height no taller than 48 inches to save on storage expenses.

b. Device must have castor wheels.

4. POWER REQUIREMENT

a. Device must be 200-240V/12A/50-60Hz.
