The Office of Personnel Management's (OPM) Office of Diversity and Inclusion (ODI) is responsible for the government-wide diversity effort to develop, drive and monitor strategies and initiatives designed to create a more diverse and inclusive Federal workforce.  In support of this mission, diversity and inclusion training is critical for Senior Executive Service (SES) employees.  OPM intends to issue a non-competitive award that will result in a Purchase Order to Laura Liswood (DUNS #965553923), located at 3509 Connecticut Avenue, NW #410, Washington DC, 20008.  The nature of this effort requires the contractor to deliver customized workshops on Diversity & Inclusion to the Federal Government's SES employees.  The contractor is required for the delivery of one (1) workshop on Diversity & Inclusion for OPM SES employees, and forty (40) workshops for DC-area SES employees over the period of nine months.

The contractor is uniquely qualified to conduct a training workshop similar to those found to be so effective previously and to apply it to the needs of the Federal government.  By using the same vendor, we are maintaining consistency in the message and training previously delivered to management across government.  This also allows OPM to continue to examine and build on topics previously covered.  To date, the contractor has conducted diversity workshops for Federal managers at the following events:

September 2010:  Chief Human Capital Officers (CHCO) Fall Forum

October 2010:  CHCO Academy Session

December 8, 2010:  Presidential Appointee Leadership Program (PALP) Schedule C

May 5, 2011:  PALP Non Career SES

June 29-30, 2011: Career SES Briefing at Ronald Reagan Building

July 21, 2011:  PALP Schedule C

 

Therefore, Laura Liswood is the only vendor who has the ability to perform these services.  Award of this purchase order to Laura Liswood will allow OPM to accomplish its mission more efficiently and effectively.  This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items.  The authority for this award is FAR 13.106-1 (b) (1) - For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Vito F. Bertucci at [email protected].  Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award.  If no competitive responses are received, an award will be made to Laura Liswood.
