This is a Synopsis announcement in accordance with FAR 5.201 in anticipation of a future contract award. The Naval Sea Systems Command (NAVSEA) is preparing a solicitation for the procurement of Diving and Diving Related Services (D&DRS) Operations to support the office of the Supervisor of Salvage and Diving, Director of Ocean Engineering (SUPSALV). The primary purpose of the D&DRS contract is to provide the necessary engineering and technical support to provide operational and non-operational support to the Navy's air, mixed gas, and saturation diving services program. The commercial source also provides and augments the engineering and technical services required to man, manage, maintain, and operate Government Furnished Equipment (GFE), as well as Contractor Acquired Property (CAP), to support worldwide salvage, diving, and Underwater Ship Husbandry (UWSH) operations. SUPSALV issues work on a delivery order basis for both operational and non-operational support, including emergent operations.
NAVSEA intends to solicit this subject requirement as a full-and-open competition. A Single Award Indefinite Delivery Indefinite Quantity Cost Plus Award Fee (CPAF) contract is anticipated for the award of these services.
The performance period for the resultant contract shall be 60 months.
It is anticipated that the solicitation will be available on the FebBizOpps website at www.fbo.gov between the second and third quarter of the Government Fiscal year 2019.
