This pre-solicitation notice is issued by the Defense Logistics Agency (DLA) Energy-Aerospace, based in San Antonio, Texas. It is important to note that this is NOT a solicitation for proposals. No awards will be granted based on the responses to this announcement. 

DLA Energy, Aerospace intends to issue a Request for Proposal (RFP) on a full and open competitive basis. 

This requirement is for the production and delivery of Raschig-Based Monomethyl Hydrazine (MMH), NSN: 9135-01-697-9015, which conforms to the requirement of purchase description DLA Energy – MMH SF1, dated 28 September 2021.  The contractor is responsible for furnishing all production-related facilities, raw materials, supplies, management, tools, equipment, and labor essential for the delivery of Raschig-Based Monomethyl Hydrazine (MMH) to Vandenberg SFB, CA, and Kennedy Space Center, FL. Deliveries are to be made on a F.O.B destination basis, with the product to be transferred into contractor-provided tanks. Additionally, ancillary services such as Tank Usage Fee will be necessary.

UNIT OF MEASURE: Pounds/ LBS

ANTICIPATED PERIOD OF PERFORMANCE: This requirement has a 3-year period of performance, 1 July 2024 through 30 June 2027.                                                           

The Government intends to award one or more Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (ID/IQ) type contracts using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition Procedures and FAR Part 15 Contracting by Negotiation.  Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Lowest Priced Technically Acceptable Source Selection Process, in accordance with FAR 15.101-2.

The RFP will be issued under this notice on or about 1 March 2024 and will be published electronically on the SAM website at (https://sam.gov). The anticipated closing date is 30 days after the issuance of the RFP.  Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE).
