This is a SOURCES SOUGHT ANNOUNCEMENT/REQUEST FOR INFORMATION (RFI) ONLY.

In accordance with FAR 19.202-4, this request is for information and planning purposes only; it is neither a solicitation nor a request for proposals or quotes. This announcement does not obligate  the Government to award a contract. G.V. (Sonny) Montgomery VAMC is seeking to  identify Service Disabled Veteran Owned Small Business (SDVOSB) entities, Veteran Owned Small Business (VOSB) entities, and Small Business(SB) entities,  with existing DME storage locations at least 5 – 20 miles of the G.V. (Sonny) Montgomery VAMC and fully capable of providing Durable Medical Equipment (DME) Services to the beneficiaries to include its associated Community Based Outpatient Clinics (CBOCs).

The G.V. (Sonny) Montgomery VAMC will purchase DME equipment and supplies from various  sources and the equipment will be shipped to the Contractor for storage until delivery to  beneficiaries/caregivers. Items included are of a therapeutic or rehabilitative nature, which are determined as medically necessary for home treatment of eligible beneficiaries, (e.g., hospital beds, over-bed tables, bathroom equipment, invalid lifts, hand cycles, stair glides, room air conditioners, standing tables, portable ramps, mobility (walking) aids, environmental control units (ECUs), etc.) provided to G.V. (Sonny) Montgomery VAMC, including counties and parishes supported by the respective VAMC and/or CBOCs.

The contractor shall be responsible for providing all supplies, materials, equipment, labor, supervision, fuel, transportation, infection control, storage, cleaning, delivery, sanitization, assembly/set-up, repair, pick-up and patient training/instruction-in-the-use of Government- owned DME. The contractor shall develop mechanisms and methods to register complaints,  resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein for eligible beneficiaries. Contractor(s) shall be required to provide delivery, set-up, instructions-in-use, storage and/or  pick-up and routine service/refurbishment of DME. Contractor shall be JOINT COMMISSION  accredited at the servicing location prior to any contract award.

This sources sought/request for information is only open for SDVOSB, VOSB, and SB participation. The applicable North American Industry Classification System (NAICS) for this RFI is 621610 - Home Health Care Services; size standard is 500 employees. All SDVOSB and VOSB respondents to this RFI must be certified as SDVOSB or VOSB on VIP VetBiz at https://www.vip.vetbiz.gov/.

AREA OF COVERAGE:     The normal delivery or service zone is considered to cover the  counties/parishes serviced by the GVSMVAMC and CBOCs.
