The Naval Air Systems Command intends to issue a fixed-price, sole source task order to the Boeing Company for non-recurring engineering (NRE) associated with Engineering Change Proposal (ECP) 6393, "To procure a quantity of 251 GSI SRAM parts and 163 Xilinx FPGA parts that are going obsolete for continued production of the Digital Memory Device for the F/A-18E/F and EA-18G aircraft" under basic ordering agreement (BOA) N00019-11-G-0001. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
