The intent of this notice is determine the availability of qualified commercial sources technically capable of
providing the services detailed below:
Establishes and describes the major functions required to support the Doctrine Development Branch, Doctrine Division, Cyber CoE. The effort includes duties to write, analyze, research, disseminate, and publish Signal, Cyberspace and electronic warfare doctrine and doctrine related publications and products. Review doctrine publications and doctrine related products from various organizations for veracity and ensure cohesiveness with Cyber CoE doctrine tenets. Develop and include high quality graphics for doctrine publications and related products, briefing, forums, websites, meetings, and conferences. Edit doctrine, doctrine related products, excerpts for professional publications, and other products for dissemination. Coordinate and liaise with internal and external organizations in order to develop publications and products during all phases of development and comment adjudication. Maintain the doctrine websites (Non-Secure Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Network (SIPRNET) websites, monitoring web forums, publishing in professional media, and coordinating forums will be required. Support will be required CONUS with temporary duty CONUS and OCONUS. Develop publication in different classifications. Process task orders for staffing of publications and product reviews as part of the development process.
Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement.
Responses are due no later than 0900 EST, Wednesday, 4 January 2017, and shall be electronically submitted to [email protected] with a subject of Doctrine Sources Sought. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
