The U.S. Government intends to award a noncompetitive acquisition using procedures authorized by FAR Parts 6 and 12, and subpart 13.5, for software, on-line training, and certification in the DocuManager software from Evolusoft, as part of a project with the government of Panama under the Department's international narcotics and law enforcement program. This notice is not a request for quotations; this acquisition will be processed using the authority in FAR 6.302-1. Justification for other than full and open competition is that the U.S. Government requires needs the 1,850 companies operating in the Colon Free Zone in Panama to learn and use the existing DocuManager software installed by Evolusoft to assist in money laundering detection, prevention, and reporting, and only Evolusoft can meet the requirement. The DocuManager software is already in use at various law enforcement agencies of the Government of Panama, so no other source would be compatible with ongoing operations. Solicitation is not available at this time. Information received will be considered solely for the purpose of determining whether to change the acquisition strategy.
