The Department of Justice, Justice Management Division, Office of Chief Information Officer, intends to renew, on a sole source basis with DomainTools for interactive access to research products hosted on the domaintools.com website with DomainTools for a base year and up to 4 one-year option periods beginning September 30, 2020 through September 29, 2021. Services to include are attached. Delivery to US Department of Justice, 145 N Street, NE, 2CON Building, Washington, DC 20530. The following Section 508 exceptions applies: E202.7 Best Meets. Where ICT conforming to one or more requirements in the Revised 508 Standards is not commercially available, the agency shall procure the ICT that best meets the Revised 508 Standards consistent with the agency's business needs. E202.7.1 Required Documentation. The responsible agency official shall document in writing: (a) the non-availability of conforming ICT, including a description of market research performed and which provisions cannot be met, and (b) the basis for determining that the ICT to be procured best meets the requirements in the Revised 508 Standards consistent with the agency's business needs. E202.7.2 Alternative Means. Where ICT that fully conforms to the Revised 508 Standards is not commercially available, the agency shall provide individuals with disabilities access to and use of information and data by an alternative means that meets identified needs. This combined synopsis/solicitation will be procured in accordance with FAR 13.5 and FAR clauses 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items.52.223-2, and 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial are incorporated by reference. Due to the proprietary nature of this product, DomainTools has been found to be the only known source to provide these services. Interested parties must submit a written proposal detailing product information that demonstrates ability to provide equivalent functionality, services and support, and Section 508 conformance. Award of any contract as a result of this RFQ will be to the technically acceptable proposal that represents the best value to the government to include Section 508 conformance and cost.
