The Naval Air Systems Command intends to award a Deliver Order to Northrop Grumman Corporation, Electronic Systems Division, on a sole source basis under NAVAIR BOA N00019-08-G-0012. The Delivery Order will require Northrop Grumman to provide Field Service Representative support for CONUS and OCONUS Marine Department of Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) operations. OCONUS Field Service Engineer (FSR) is to provide on-site advice, liaison and informal training in buildup, installation, operation and maintenance of equipment and systems related to the Northrop Grumman DoN LAIRCM system. Specific tasks include but are not limited to the following: (i) Provide on-site/on-equipment informal unit training to Marine personnel on installation, maintenance and operating techniques pertaining to the adjustment, calibration, trouble-shooting, bench check, routine maintenance, inspection and repair of the DoN LAIRCM prime equipment/systems; (ii) Provide on-site/on-equipment informal unit training to the Marine personnel on using the DoN LAIRCM system and the related test equipment required to operate the equipment; (iii) Provide advice in the identification of and on the use of special tools, handling equipment , DoN LAIRCM ground equipment and test equipment associated with and related to the DoN LAIRCM system; (iv) Provide Marine personnel with informal on-the-job training, which will assist them in the attainment of self-sufficiency including proficiency training on the use and interpretation of the maintenance manuals. CONUS Field Service Engineer (FSR) is to train, assist, and instruct Government and contract personnel with DoN LAIRCM installation, operation, diagnostics, repair, and parts support related to the Northrop Grumman DoN LAIRCM system. Specific tasks include but are not limited to the following: (i) Provide on-site/on-equipment training for military personnel, civilian personnel, and other contractor personnel, taking into account all models and configurations, to the level that will assist them in the attainment of self-sufficience. (ii) provide updated training to previously trained mechanics and personnel, (iii) Conduct troubleshooting and technical problem resolution, and (iv) perform Battle Damage Assessments, and Battle Damage Repairs. This effort is being award on a sole source basis to Northrop Grumman Corporation , Electronic Systems Division, in accordance with FAR 6.302-1 because Northrop Grumman is the sole source designer, developer and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements.
