The Naval Air Systems Command (NAVAIR) has a requirement for Repair of Repairable (ROR) Effort for the Department of the Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) program. NAVAIR plans to award a sole source delivery order under NAVAIR BOA N00019-08-G-0012 to Northrop Grumman Systems Corporation, Electronic Systems, Land and Self Protection Systems Division, Rolling Meadows, IL for supplies and services required to plan, manage and execute the repair/overhaul of AN/AAQ-24(V)25 DoN LAIRCM repairable assets. The requirement is for complete repair/overhaul of unserviceable AN/AAQ-24(V)25 components to a serviceable condition. The component Part Numbers P/N(s) are as follows: Control Interface Unit (Part Number 001-007678-103, cage code 26916), Guardian Laser Transmitter Assembly (Part Number 001-008065A401, cage code 26916), Processor (Part Number 001-007722-2101, cage code 26916) and Infrared Missile Warning Sensor (Part Number 001-008087-0005, cage code 26916).

The AN/AAQ-24(V)25 component repair and overhaul comprises majority of the work load and shall be accomplished in accordance with the latest version of Northrop Grumman Systems Corporation, Electronics Systems, Land and Self Protection Systems Division repair procedures, technical manuals, specifications, or instructions. Engineering services are also required in order to upgrade, update, enhance, and correct software/hardware associated with the AN/AAQ-24(V)25. The restored AN/AAQ-24(V)25 components will be returned to supply system stock or issued for immediate Fleet use. The Government lacks the drawings and technical data to permit competitive repair of the AN/AAQ-24(V)25 components listed precedingly. Drawings and data are proprietary to Northrop Grumman Systems Corporation, Electronics Systems, Land and Self Protection Systems Division. A Product Verification Audit (PVA) may be required for prospective sources.

This effort is being awarded on a sole source basis to Northrop Grumman Systems Corporation, Electronic Systems, Land and Self Protection Systems Division, in accordance with FAR 6.302-1 because Northrop Grumman is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements.
