The Naval Air Systems Command (NAVAIR) has a requirement for approximately 493 two-color infared Next Generation Missile Warning System Sensors (NexGEN MWS), National Identification Number 0098-LL-Z98-X357, Part Number 001-008087-0005, cage code 26916; approximately 97 two-color infared Next Generation Missile Warning System Processors (NexGEN MWS Processors), National Identification Number 0098-LL-Z98-X356 , Part Number 001-007722-2101, cage code 26916; two First Article Test NexGEN MWS and NexGEN MWS Processors with the Pre-Planned Product Improvement (P3I) Configuration; first article test support and attendant technical data for the Department of Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) system. NAVAIR plans to award a sole source contract for these requirements to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, Rolling Meadows, IL. because Northrop Grumman is the only firm with the technical data, experience, and familiarity with the DoN LAIRCM design that is necessary to deliver DoN LAIRCM systems in time to support the Navy’s installation and deployment schedules. Hardware deliveries shall commence fourteen months after contract award at a rate of 20 sensors per month and 4 processors per month. No Northrop Grumman data or Government data is available. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
