The Gifford Pinchot National Forest intends to acquire by contract the removal and replacement of an existing dosing tank. This work consists of removing asphalt pavement, excavation and removal of the existing dosing tank, installation of a new tank including riser and lid designed for supporting vehicular traffic, reconnection or reconfiguration of all the piping, conduit, floats and wiring necessary to maintain original design function, along with patching of asphalt paving.

The project location is at the Mount St. Helens National Volcanic Monument MSHNVM Headquarters at 42218 NE Yale Bridge Rd. Amboy, WA 98601. To reach the project location, follow WA-503 approximately 23 miles north and east of Vancouver, WA. The contractor shall provide all management, labor, tools, equipment, supplies and incidentals necessary to ensure the services are performed in accordance with the solicitation requirements.

This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 238910- Site Preparation Contractors. The corresponding size standard is $15.0 million. Offerors will be evaluated on technical capability (experience), past performance and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The government total estimated value is between $25,000 and $100,000.

Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database. The solicitation for this project will be issued on or around August 26, 2014 with offers due September 9, 2014. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in SAM on the part of the offeror will render an offeror ineligible for award.
