Synopsis- Notice of Intent to Sole Source

The purpose of this synopsis is to announce the General Services Administration's (GSA) intent to negotiate a Firm Fixed Price sole source preventative and scheduled maintenance agreement BPA with Draeger, Inc, located at 3135 Quarry Road, Telford, PA 18969 for the purpose of acquiring maintenance services for Draeger anesthesia equipment on Navy Fleet Ships and Carriers so equipped
.
The Government intends to negotiate solely with Draeger, Inc. per FAR 13.106-1(b), as no other source will satisfy agency requirements. Draeger Inc. is uniquely qualified to provide these services.

Draeger has the sole legal rights to its proprietary designs, patents, system architecture, specialized tools and equipment diagnostic software. Failure to utilize the proprietary diagnostic software may result in the inability to identify equipment operating parameters, failures of a device, analysis of product performance and the inability to accurately calibrate the equipment. As the OEM, Draeger certifies that all technicians have complete online and local access to ServiceConnect - a Draeger proprietary documentation and service portal. ServiceConnect is the only approved method to access all essential documentation required to perform service and maintenance per the OEM specifications. Market research indicates other companies' similar products do not meet, or cannot be modified to meet, the customer's needs.

The NAICS code for this acquisition is 811219, with a size standard of 1250. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by 08/29/2018 2:00 PM Central Time will be considered.
