THIS IS A DRAFT SOLICITATION TO OBTAIN COMMENTS AND RECOMMENDATIONS ONLY AND NOT A REQUEST FOR PROPOSALS; THEREFORE, NO FORMAL PROPOSALS ARE REQUESTED, REQUIRED OR WILL BE ACCEPTED. OFFERS SHOULD NOT RELY ON THE DRAFT SOLICITATION IN DEVELOPING THEIR FINAL PROPOSED APPROACH AS THE FINAL SOLICITATION MAY DIFFER FROM THE DRAFT SOLICITATION.

​This is a DRAFT Solicitation and serves as a mechanism for comments and recommendations from Industry to be submitted regarding the United States Army Aviation Center of Excellence (USAACE) Flight School Training Support Services (FSTSS) requirement. The intent of this DRAFT Solicitation is to allow an exchange with Industry in the form of questions, comments, suggestions, and corrections regarding perceived unnecessary or inefficient requirements. Potential Offerors should not rely upon the Draft Solicitation in developing their final proposed approach, because the Final Solicitation is likely to differ from the Draft. Potential Offerors are encouraged to comment on all aspects of the DRAFT Solicitation and identify unnecessary or inefficient requirements for the FSTSS effort that may significantly improve the Final Solicitation.

​This posting is to provide a DRAFT Solicitation for the FSTSS source selection, as well as Government responses to Industry comments received from the Draft PWS posting (W900KK21RFSTSS) on 20 May 2021. This is NOT a request for proposals; therefore, no formal proposals are required or will be accepted. All comments and recommendations shall be submitted via email using the Question/Comment form embedded in Section L Attachment L1- Solicitation Question Comment Form. Comments and questions shall ONLY be provided to the Contract Specialists Laura Parsons at [email protected] and Keith Adams at [email protected], and the Contracting Officer, Marvin Hagan, at [email protected] with the full DRAFT Solicitation # within the subject line.
