Subject: Construction Services for Maintenance Dredging of the Kennebec River, Maine, Federal Navigation Project.

NACIS Code: 237 -- Heavy and Civil Engineering Construction/237990 -- Other Heavy and Civil Engineering Construction

Response date: June 3, 2019

Description: The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement on behalf of the United States Navy (USN) for the proposed maintenance dredging of two portions of the Kennebec River, Federal Navigation Project (FNP) in Bath and Phippsburg, ME. This announcement is to determine interest, availability and capability of Small Business and Large business concerns for this project. This will be a competitive requirement requiring a hydraulic hopper dredge to perform the work. The NAICS code for this procurement is 237990 with a size standard of $27.5M. The project is planned to be issued on or about July 2019. The construction will occur in December of 2019 and is expected to take 2-4 weeks to complete. The estimated construction cost is between $1,000,000.00 to $5,000,000.00.

The USN has a requirement for maintenance dredging to support the navigational requirements of Navy ships transiting the channel to and from Bath Iron Works (BIW), a private shipbuilding firm located in Bath, ME. This includes a requirement for dredging to begin on or about December 1, 2019 and be completed prior to the sail-away of DDG 118, a Navy Destroyer scheduled to depart BIW in February 2020. The work involves dredging of two portions of the authorized, 27-foot deep, 500-foot wide FNP in the lower Kennebec River. Dredging would restore the channel to its authorized dimensions and involves removal of a total of about 70,000 cubic yards (cy) of clean sand from two areas. Approximately 50,000 cy of sand will be removed from the Doubling Point area (i.e. just below Bath) and approximately 20,000 cy of sand will be removed from the Popham Beach area (at the river mouth). As part of this proposal, advance maintenance will be performed to remove the sand-waves in the vicinity of Doubling Point to a maximum elevation of -32' MLLW. The 50,000 cy to be removed from the channel at Doubling Point includes approximately 35,000 cy of advance maintenance dredging. Material dredged from the Doubling Point area will be placed in the previously used in-river disposal area north of Bluff Head in about 95-100 feet of water. Material dredged from the Popham Beach area will be placed in the previously used 500-yard diameter nearshore disposal area located about 0.4 nautical miles south of Jackknife Ledge and in about 40-50 feet of water. In order to complete this requirement it is anticipated that a hydraulic hopper dredge will need to be capable of a production rate (i.e. dredging and placement of dredged material) of about 100,000 cubic yards within a 30 day period.

Interested firms should submit a capabilities package to include the following: business classification, identification of the hopper dredge that the firm is proposing to use on the project, and any project-specific information showing experience with the proposed equipment at the production rate listed above. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Proof of bonding capability is required.

Responses are limited to twenty pages. Responses are due by June 3, 2019. Responses should be emailed to Contract Specialist Sara J. Torres at [email protected] Interested firms shall provide the above documentation in one original form, one copy and electronically. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
