USAID intends to issue a solicitation for a Personal Services Contract (PSC) for the position Senior Democracy Specialist (Africa Regional Coordinator), (GS-14) for USAID’s Democracy, Human Rights, and Governance (DRG) Bureau.

The Senior Democracy Specialist (Africa Regional Coordinator) is a key technical and advisory position in the DRG Bureau. The Senior Democracy Specialist will serve principally as one of two Africa Regional Coordinators in the Policy, Learning, and Integration (PLI) Office, while also providing policy and integration support. As Regional Coordinator, the incumbent will be the primary liaison between the DRG Bureau and the Africa Bureau and the field missions in the Africa region. The incumbent will also assist other Regional Coordinators covering other regions as needed. The four primary responsibilities of the Regional Coordinator are: (1) to engage, advise, and support USAID field missions on a broad range of DRG issues, providing intensive backstopping in times of high need and high visibility, and connecting field staff with various sector experts and DRG mechanisms when needed; (2) to provide counsel on DRG strategic and budget planning for USAID missions in the region and to the intra and interagency; (3) to participate in intra- and inter-agency policy engagement on country-specific DRG issues; and (4) to provide direct technical assistance to missions, for example related to DRG assessments, evaluations or project designs. 

The duration of the contract period is anticipated to be one, two (2) year base period with three optional one (1) year periods for a maximum duration of five (5) years.
