THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO INFORMATION GATEWAYS, INC. FOR CONTINUED DEFENSE SECURITY ASSISTANCE MANAGEMENT SYSTEM (DSAMS) SUPPORT SERVICES
Pursuant to FAR 5.203(a), Washington Headquarters Services, Acquisition Directorate, (WHS/AD), on behalf of the Department of Defense (DoD) 4th Estate, intends to award a sole source follow-on bridge contract under the statutory authority Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), “Only one responsible source and no other supplies or services will satisfy agency requirements.” WHS/AD intends to issue a firm-fixed price contract to Information Gateways, Inc., 19500 Victor Parkway Ste 250, Livonia, Michigan 48152-7012; DUNS: 174999003 and CAGE Code: 1YDD3. The current contract ends on November 30, 2020.
The anticipated period of performance will be for a total of ten (10) months, with one (1) 1-month base period and one (1) 9-month option period. The estimated range in value of the bridge contract is between $2,980,000.00 and $4,500,000.00.
The contract is necessary to provide Defense Security Assistance Management System (DSAMS) support services. DSCA is seeking the continued support for the continued maintenance and enhancement of a very large (60,000 function points) and complex software application known as the Defense Security Assistance Management System (DSAMS). DSAMS is managed and
maintained by DSCA on behalf of over 2,500 users in the Army, Navy, Air Force, DSCA and other Defense Agencies. DSAMS is comprised of two modules. Case Development Module (COM), which incorporates case implementation work, has been in full deployment for all three Military Departments (MILDEPs) and Defense Agencies since 2000 and is in a stable maintenance mode.
Training Module (TM), which executes cases involving foreign military training for the Army, Navy, and Air Force, has been in full production since 2010 and is in stable maintenance mode.
The performance of work covers DSAMS requirements determination, analysis, design, software development, database administration, testing support, user training, and technical assistance to be provided to DSCA (Mechanicsburg), under the direction of DSCA/IM&T/PMO.
The work will assist DSCA (Mechanicsburg) with the maintenance of the current software in support of the Security Cooperation/Assistance community, to include the technical refreshment of the business application software currently used for DSAMS from Sun Microsystems' (later Oracle's) Unified Development Server (UDS) environment, formerly known as Forte (hereafter: UDS/Forte), to a Java environment. The transition plan from existing UDS/Forte to Java will be planned and executed by the contractor and monitored by the combined DSAMS team of government and contractor personnel with government quality control oversight.
The primary North American Industry Classification System (NAICS) code is 541511 – “Customer Computer Programming Services”. Small Business Size Standard is $30,000,000.00 annual sales.
