Washington Headquarters Services (WHS)/ Acquisition Directorate (WHS/AD) is releasing this solicitation electronically only. This electronic version of the Request for Quote (RFQ) is the official version for this acquisition. No hard copy of this solicitation will be issued. Offerors will be notified of any and all applicable amendments to this solicitation electronically. Offerors shall submit their quotes electronically.

In order to maximize efficiency and ensure fairness during the quote evaluation process, all Offerors must comply with the following instructions for quote format and content. Quotes that do not comply with these instructions may be considered non-responsive and may render the Offeror ineligible for award. The Government may reject any or all quotes if such action is in the public interest, accept an offer other than the lowest priced quote, and waive informalities and minor irregularities in quotes received. The Offeror shall submit documentation illustrating its approach for satisfying the requirements of this solicitation. Quotes must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Offeror’s quote against the evaluation criteria.

The contractor shall provide Pack of 10 at 13 sets (130 licenses), GITHUB licenses (MFR Part Number GH 001) for developers to access the GITHUB Enterprise Repository Application.
