The proposed purchase order is being solicited on a sole-source basis to Sparton DeLeon Springs, LLC. The proposed action is for the procurement of supplies for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(iii). The basis for restricting competition is that as the original equipment manufacturer (OEM), Sparton is the only recognized repair and refurbishment vendor for this specialized product. There are no other known sources for this procurement. The NSWCCD intends to award a firm-fixed-price purchase order to Sparton using Simplified Acquisition Procedures.
Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11 September 2015. This notice of intent is NOT a request for competitive proposals. However all responses received by 11 September 2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based on the responses to this notice is solely within the discretion of the Government.
