The Naval Surface Warfare Center, Carderock Division has a requirement for the refurbishment of 16 DT-369 Hydrophone Mounts.  The required mounts will be cleaned, repaired, refitted and tested.  The mounts are used to house DT-369 Calibrated Reference Hydrophones (CRHs).  The mounts are hull mounted outboard fixtures installed in multiple locations on submarine platforms and are a critical fixture in the collection of acoustic data. 

The proposed purchase order is being solicited on a sole-source basis to Sparton DeLeon Springs, LLC.  The proposed action is for the procurement of supplies for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(iii).  The basis for restricting competition is that as the original equipment manufacturer (OEM), Sparton is the only recognized repair and refurbishment vendor for this specialized product.  There are no other known sources for this procurement.  The NSWCCD intends to award a firm-fixed-price purchase order to Sparton using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11 September 2015.  This notice of intent is NOT a request for competitive proposals.  However all responses received by 11 September 2015 will be considered by the Government.  A determination by the Government not to compete this proposed purchase order based on the responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Reference RFQ number N00167-15-T-0100 with any correspondence.
