The Naval Air Systems Command (NAVAIR) intends to issue a fixed-price, sole source contract to Physical Optics Corporation to produce and deliver a Data Transfer Unit (DTU), as well as an associated Ground Encryption Unit (GED )mission removable memory device, maintenance removable memory device, required cabling, and encryption/decryption software.  Additionally, as a possible option, NAVAIR may obtain Non-Recurring Engineering (NRE) for the support of software and hardware integration into the air vehicle and supporting third party lab and flight test for the DTU and corresponding ground station encryption/decryption software.   This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Physical Optics Corporation is the only qualified manufacturer with an active production line to perform this effort in the time required to meet fleet requirements.  Physical Optics Corporation is the only qualified manufacturer possessing the required technical knowledge and facilities, including machining, forging, molds, tooling and special test equipment, to perform the functions required to meet the current and emergent fleet needs.
