This action is a Request for Information (RFI) Only.

The Governments intention, if practical and economical, is to enter into a utility contract (Power Purchase Agreement) for renewable energy (electricity) from a waste-to-energy (WTE) plant that would be contractor funded, designed, constructed, operated and maintained on Dyess AFB property. The envisioned plant would be fueled from municipal solid waste and/or biomass that meets the requirements of The Energy Policy Act of 2005 section 203 (b)(1).

It is the objective of Dyess AFB to procure the renewable energy generated from such a plant at a life cycle cost, over an anticipated 20-25 year period, lower than what Dyess AFB would pay under their current pricing structure. Dyess AFB currently purchases electrical power under the Texas ERCOT Balancing Energy Market Clearing Price, West Zone.

The Dyess energy profile includes a base load of approximately 4 MW and a summertime peak load of approximately 13 MW. Dyess consumes approximately 65 million kWh per year.

Before deciding whether or not to proceed with a Request for Proposal, Dyess would like to determine interest in such a procurement and seeks interested companies/parties that are experienced in the construction, maintenance and operation of WTE plants. Specifically, Dyess AFB requests the following information from interested experienced parties:

1) Company name, address, and POC phone number

2) Anticipated WTE technology (i.e. incineration, gasification, or plasma arc)

3) Anticipated WTE plant size (MW)

4) Anticipated capital cost range

5) Anticipated waste fuel (feed) stock and anticipated waste fuel tons per day

6) Number of years the WTE plant would need to be in operation to make this endeavor economical and feasible

7) Any other general information or comments offered

All information provided will be treated as procurement sensitive.

If the government decides to proceed with this procurement, a solicitation should be issued electronically on or about 15 Jun 09 via the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov/.  Paper copies will not be available.  It is the responsibility of all interested parties to review the FBO website frequently for updates/amendments to any all all documents for this solicitation.  All prospective offerors interested in submitting a proposal must be registered in the Central Contractors Registration (CCR) (www.ccr.gov) in order to be eligible for award.  The closing date and time for submission of proposals will be contained in the solicitation package.
