STATEMENT OF SPECIFICATIONS

STATEMENT OF SPECIFICATIONS FOR THE PROCUREMENT OF ONE VERTICAL TEST STAND DYNAMOMETER

1. SPECIFICATIONS:

1.1. SCOPE: Procurement for one each (1ea) 700 HP Vertical Eddy Current Dynamometer or equivalent for Norfolk Naval

Shipyard Motor Section.

2. EQUIPMENT DESCRIPTION: The equipment shall consist of one each 700 HP Vertical Eddy Current Dynamometer or

equivalent.

2.1. SALIENT CHARCTERISTICS: Machine shall have the following salient characteristics (minimum).

2.1.1. Design / Construction:

2.1.1.1. Dynamometer shall be a DM-2025 Eddy Current Vertical Mounted Dynamometer or equivalent. 2.1.1.2. Dynamometer

shall be capable of absorbing 700 HP at 3,600 RPM.

2.1.1.3. Dynamometer shall be a water cooled dry gap design.

2.1.1.4. Dynamometer shall be vertically mounted with variable height DUT test fixture or equivalent. 2.1.1.5. Dynamometer

shall have a capacity to lift and support 25,000 lbs.

2.1.1.6. Dynamometer carcass shall be trunnion mounted with a load cell assembly.

2.1.1.7. Dynamometer shall be equipped with a mounted 60 tooth gear and a magnetic speed sensor to measure speed.

2.1.1.8. Dynamometer shall utilize existing water handling system and engine support equipment. 2.1.1.9. Dynamometer shall be

instrumented with a Dyne Systems Inter-Loc V Eddy Current Dynamometer Controller and accessories or equivalent.

2.1.1.10. Dynamometer shall be built to NFPA 79 to accept 480 VAC, 3-phase, 60 Hz.

2.1.2. Capacity:

2.1.2.1. Power: 700 HP

2.1.3. Capacity at 150 RPM:

2.1.3.1. Maximum Power: 30 HP

2.1.3.2. Maximum Torque: 750 lb. ft.

2.1.4. Capacity at 300 RPM:

2.1.4.1. Maximum Power: 170 HP

2.1.4.2. Maximum Torque: 2200 lb. ft.

2.1.5. Capacity at 600 RPM:

2.1.5.1. Maximum Power: 500 HP

2.1.5.2. Maximum Torque: 4100 lb. ft.

2.1.6. Calibration Package:

2.1.6.1. Package shall meet the specifications of IEEE Std 112: Torque accuracy of ±0.2% FS, Torque sensitivity of ± 0.25% FS,

Engine speed accuracy of ±1 RPM 1800 RPM.

2.1.6.2. Package shall include hardware capable of calibration to full-scale torque in CW and CCW directions.

2.1.6.3. Package shall include load cell and linkage.

2.1.6.4. Package shall include a speed sensor with 60-tooth tach gear.

2.1.6.5. Package shall include a coolant safety system.

2.1.6.6. Package shall include a calibration arm and weight hanger.

2.1.6.7. Package shall include calibration weights.

2.1.6.8. Package shall include a pulley assembly.

2.1.6.9. Package shall include a small shaft end guard.

2.1.6.10. Package shall include a dynamometer hub / companion flange.

2.1.6.11. Package shall include a vertical test stand.

2.1.6.12. Package shall include two torque arms.

2.1.6.13. Package shall include four vertical supports.

2.1.6.14. Package shall include magnetic pickup capable of being disconnected for engine speed calibration.

2.1.7. Inter-Loc V Eddy Current Dynamometer Controller:

2.1.7.1. Controller shall be stand-alone, multi-loop dynamometer controller

2.1.7.2. Controller shall be capable of providing closed loop PID based control for at least three dynamometers or throttle control

devices.

2.1.7.3. Controller shall have a modular design with three slots for dyno or throttle cards.

2.1.7.4. Controller shall have an advanced graphical tuning display.

2.1.7.5. Controller shall have precise speed and torque control.

2.1.7.6. Controller shall be capable of updating all control loops 500 times per second.

2.1.7.7. Controller shall have programmable digital 24VDC inputs and outputs. STATEMENT OF SPECIFICATIONS FOR

3. TECHNICAL MANUALS: Three (3) complete sets of technical manuals covering operation, service and maintenance, and

part-listing shall be provided.

4. QUALITY ASSURANCE PROVISIONS: Inspection and acceptance of the supplies, performed at destination by Code 983

and shall consist of type and kind; condition; operability, if readily determinable; preservation; packaging.

5. PRESERVATION, PACKAGING AND PACKING: The equipment shall be packaged, packed and preserved for shipment to

reach ultimate destination undamaged. Package shall be prominently marked “NOT FOR OUTSIDE STORAGE”. Yellow

packaging, packing, preservation and marking are prohibited.

6. ADDITIONAL REQUIREMENTS:

6.1. Additional Accessories:

6.1.1. Instrumentation Accessories:

6.1.1.1. Accessories shall include an IL5 Operator Control Station (OCS) or equivalent.

6.1.1.2. Accessories shall include an Inter-Loc V Dynamometer Controller Kit or equivalent

6.1.2. Eddy Current Power Amplifier Unit (PAU) or equivalent:

6.1.2.1. PAU shall support stand-alone operation.

6.1.2.2. PAU shall be capable of interfacing with dynamometer controllers.

6.1.2.3. PAU shall have diagnostic readouts including field current, input command, and power amplifier unit status and faults.

6.1.2.4. PAU shall provide a current-regulated input and output of 0 to +10 VDC.

6.1.2.5. PAU shall have dry contact and PCL-level I/O. 6.1.2.6. PAU shall be equipped with integral safety inputs.

6.1.2.7. PAU shall capable of calibration.

6.1.2.8. PAU shall include a control power transformer.

6.1.2.9. PAU shall have an adjustable current limit set point.

6.2. Machine Hardware: Machines shall include any necessary lifting, leveling, and floor attachment hardware for machine

6.3. Nameplate: A nameplate shall be permanently and securely attached to each machine, the information provided on the plate

shall be as listed below.

a) Nomenclature

b) Manufacturer’s name

c) Manufacturer’s model designation

d) Manufacture’s serial number

e) Power input (volts, total amps, phase, frequency)

f) Amp rating of largest motor

g) Short circuit/over-current protection rating

h) Contract Number or Order Number

i) National Stock Number or Plant Equipment Code

j) Date of manufacture

6.4. Operating and Maintenance Manual: Machines shall be provided with operating and Maintenance Manual (O&M), Electrical

Manual, Mechanical Manual & Schematics three (3) each shall be provided with the machine and one (1) each searchable

electronic copy (PDF) shall be E-mailed TPOC.

6.5. Warranty: This machine shall be warranted against any defects in material, parts, and workmanship for 12 months after the

date of installation.

7. FACILITIES ENTRY REQUIREMENTS:

7.1. Initial Entry: 30 days before arrival, contractor shall provide SECNAV 5512 data on all personnel expected to visit NNSY.

The TPOC shall provide SECNAV 5512 forms upon request. The TPOC will endorse the SECNAV 5512 form and forward to

the NNSY Pass Office. Personnel having existing valid base passes will be exempt from this requirement. Existing base passes

must be valid for the duration of the expected visit.

7.2. Vehicle Entry: The company name shall be displayed on each door of the Contractor’s vehicles in a manner and size that is

clearly visible. All vehicles shall display a valid state license plate that complies with State Vehicle Code. Vehicles shall meet all

other requirement of the State Vehicle Code, such as safety standards, and shall carry proof of insurance and state registration.

Insurance and registration must be in the company’s name. Passes will be issued for vehicles to enter the shipyard. A separate

pass is required for entering the Controlled Industrial Area (CIA). STATEMENT OF SPECIFICATIONS FOR THE

7.3. Portable Electronic Device (PED): In accordance with COMSUBLANT/COMSUBPACINST 2075.1C, the use of Portable

Electron Devices (PEDs) while in or on Department of Navy Controlled Industrial Areas are prohibited. A portable electronic

device (PED) is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to

recording, storing, and/or transmitting data, voice, video, or photo images e.g.: cell phones, laptops, tablets and wearable devices

such as fitness bands and smart watches. Non-camera cell phones are acceptable (feature phones). Where a laptop computer is

required for troubleshooting and machine programming purposes, contractor must inform TPOC 2 weeks prior to visit to allow

time to schedule inspections and vetting from NNSY IT department.

7.4 TPOC to provide awardee with CIA PPE Requirements for entry into the CIA.
