The Naval Air Systems Command (NAVAIR) E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231) intends to issue a Firm Fixed Price (FFP) type Delivery Order to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) under a Corporate Basic Ordering Agreement (BOA) for 30 E-2D Quick Engine Change Kit (QECK) Forward Cowls to be modified to an Aerial Refueling configuration.

Please be advised, the Government intends to award the contract to NGSC under BOA N00019-20-G-0005. As the sole designer, developer and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.

This notice is not a request for proposals; however, any firm believing they can fulfill the requirement may submit a capability statement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. No telephone responses will be accepted, and no partial responses will be accepted.
