Naval Air Systems Command (NAVAIR) intends to issue a Fixed Price Incentive (FPI) type modification under Contract N00019-18-C-1037 to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) to Incorporate the Hydraulic Reservoir Switch Engineering Change Proposal (ECP) into the E-2D Advanced Hawkeye (AHE) Full Rate Production (FRP) Lots 8-11 aircraft.


As the sole designer, developer and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. All responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
