The Naval Air System Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement (BOA) N00019-15-G-0026 with Northrop Grumman Systems Corporation (NGSC), Melbourne, FL. The projected period of performance shall be 42 months After Receipt of Order (ARO). This order consists of Non-Recurring Engineering (NRE) and logistics tasks by the Contractor as part of the United States Navy's integration of the Navigation Warfare (NAVWAR) capability for the E2-D Advanced Hawkeye (AHE) aircraft platform.
NGSC is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
