The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Hamilton Sundstrand United Technologies, of Windsor Locks, CT for five (5) sets of NP2000 Propeller Club System Support Equipment. This acquisition is required for the support of the E-2C, E-2D, TPTI Test Cell, and the E-2 FMS communities. All items are proprietary to Hamilton Sundstrand and only they have the requisite proprietary knowledge and drawings to produce the Support Equipment.

The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
