The Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Indefinite Delivery Indefinite Quantity (ID/IQ) contract with The Boeing Company, located at 7755 Marginal Way S, Seattle, WA 98108. This contract is for on-call technical support and hardware/software upgrades or enhancements to the E-3 Advanced Warning and Control System (AWACS) Operational Facility (OPFAC) currently located in the 46th Test Squadron's Datalinks Test Facility (DTF) at Eglin AFB, FL. The effort will provide the 46th TS DTF with engineering support, problem identification, diagnosis, software/hardware upgrades, and recommended repair actions to the AWACS OPFAC.
The AWACS OPFAC test stations are owned and maintained by the 46th Test Squadron and are in support of Department of Defense. The incumbent contractor developed the software and hardware for these systems, and the software/hardware and test data for the systems are proprietary. The Government does not own a reproducible technical data package to provide to interested parties. The Air Force has no development funding for this procurement.
Subject contract is anticipated to be awarded during or before 3rd Quarter FY18, and have an ordering period through 3rd Quarter FY23 (approximately 60 months). No further deliveries shall be permitted 24 months after the end of the ordering period. Contract cap is set at $485,000.00. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. The North American Industry Classification System (NAICS) code for this action is 541511, with a small business size standard of $27,500,000.00. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
