The Naval Air Systems Command (NAVAIR), intends to issue a Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-14-G-0021 with Rockwell Collins, Inc. (RCI) on an 'other than full and open' competitive basis for the installation of E-6B Carbon Brake modifications on three (3) E-6B aircraft during Block I modification. RCI is the Original Equipment Manufacturer (OEM) and sole integrator of a significant number of mission systems for the E-6B platform, and is currently under contract to install Block I systems. As such, RCI is the only responsible source capable with the necessary access to perform the Carbon Brake modification effort simultaneously with the Block I schedule.
This intended procurement will be processed pursuant to the authority of 10 U.S.C.2304 (c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Failure to meet required timelines will result in a delay to the Government that is not expected to be recovered through competition as well as failure to comply with Ready for Tasking (RFT) schedule constraints.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 2 March 2018, 1700 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
