Naval Air Systems Command (NAVAIR) intends to award a sole source Cost Plus Fixed Fee order under Basic Ordering Agreement number N00019-07-G-0016 to Rockwell Collins of Cedar Rapids, IA for one (1) Engineering Change Proposal (ECP) for re-design of the E-6B Mercury Comm Central Area and one (1) Prototype of the re-designed Comm Central Area. The purpose of this ECP is to reduce aircraft weight. The authority for Other Than Full and Open Competition is FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The Comm Central ECP must interface with the E-6B Block I Modification, which is currently being developed by Rockwell Collins under contract number N00019-04-C-0101. A Technical Data Package (TDP) for the Block I Modification will not be available until December, 2009. NAVAIR intends to implement this ECP as part of the E-6B Low Rate Initial Production (LRIP) contract, which is currently scheduled for award in December, 2009. Accordingly, the ECP must be developed by Rockwell Collins prior to completion of the Block I Modification TDP. A Solicitation Document is not available at this time.
