Naval Air Systems Command (NAVAIR) and PMA 271 intend to negotiate and award a series of contract modifications to contract N00019-12-C-0096 on a sole source basis to Northrop Grumman Systems Corporation, 2340 Dulles Corner Blvd, Herndon, VA 20171-3415 for the procurement of an Installation Data Package (IDP); two (2) aircraft installations to support Validation and Verification of that IDP; two (2) additional aircraft installations and a Mission Avionics Systems Trainer (MAST) modification as options; A/B-Kits and spare components thereof to support the installations; and modification of the Weapons System Trainer (WST) to reflect the MR-TCDL configuration. These efforts are anticipated to commence in 2nd quarter FY15 and end 4th quarter FY17.  

 THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  The Government intends to negotiate these procurement pursuant to the authority provided in 10 U.S.C 2304 (c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1. Northrop Grumman is the only company with the unique knowledge, experience, and technical data gained through the performance under the current contract to develop the required Installation Data Package, produce and install the kits, and modify the WST and MAST.

A solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the Agency if received within 15 days after the date of publication of this synopsis.
